Ο Παναγιώτης Φώτης είναι Διδάκτωρ του Οικονομικού Πανεπιστημίου Αθηνών (Ο.Π.Α.) με εξειδίκευση στην Μικροοικονομική (Εφαρμοσμένη Μικροοικονομική) και κατέχει μεταπτυχιακούς τίτλους σπουδών από το Πανεπιστήμιο της Γλασκώβης και το Διαπανεπιστημιακό Διδακτορικό Πρόγραμμα Σπουδών (Δ.Δ.Π.Σ.) των τμημάτων Οικονομικών Επιστημών του Οικονομικού Πανεπιστημίου Αθηνών (Ο.Π.Α.) και του Εθνικού & Καποδιστριακού Πανεπιστημίου Αθηνών (Ε.Κ.Π.Α.). Έχει εργαστεί ως ειδικός επιστήμονας στην Επιτροπή Ανταγωνισμού από το 2004 έως το 2015, όπου διετέλεσε σε θέσεις ευθύνης. Από το 2015 ως σήμερα κατέχει τη θέση του Εισηγητή/Τακτικό μέλος της Επιτροπής Ανταγωνισμού. Παράλληλα, είναι Εξωτερικός Συνεργάτης στο Τμήμα Διοίκησης Επιχειρήσεων του Πανεπιστημίου Αιγαίου (Πρόγραμμα Μεταπτυχιακών Σπουδών Executive MBA) , στο Τμήμα Οικονομικής Επιστήμης του Πανεπιστημίου Πειραιώς (Πρόγραμμα Μεταπτυχιακών Σπουδών Εφαρμοσμένη Δημόσια Οικονομική Πολιτική) και Συνεργαζόμενο Εκπαιδευτικό Προσωπικό (Σ.Ε.Π.) του Ελληνικού Ανοικτού Πανεπιστημίου (Ε.Α.Π.) (2017-2024).
